Every Wednesday the inmates of Cesis Correctional Facility for Juveniles have free time for a couple of hours in the afternoon, where they have to clean their dorm room. There is also time to read a book. Latvia's only juvenile prison holds 140 boys aged between 14 and 21. Their sentences are often harsh. A 2005 study made by the Latvian Centre for Human Rights evaluated the situation of juvenile prisoners in Cesis and gave recommendations how to bring the prison up to International standards. So far nothing has been done.
